“Warlock” in the terminology of The Order means that you are a rogue magic practitioner, whether as a sorcerer, psi-user or as a mage or specialist that does not belong to The Order. This in effect makes you a target to the Hunters. The Order will actively hunt down all sorcerers, psi- practitioners, wild mages (Mages that have no formal/institutionalized training) and magi that have left the order. Warlock mages and wizards are given one opportunity to join/rejoin the Order else they will be hunted and killed, while sorcerers and psi-practitioners are killed outright. Warlocks often live alone and a bit removed from civilization keeping their magical nature a secret from their community and those who may share their lives.
Priests and practitioners of divine magic are not considered a threat, with the exception of priests of Sirius and possibly those that worship Avinjon, since they channel their magic from divine sources. Of course there have been the wars between mages & priests of different gods of magic; because some squabbles never seem to work themselves out.
Historically Warlocks are Oath-Breakers. It is a term used for evil practitioners of magic that do not follow any laws unto themselves. Warlocks are practitioners of magic from a dark-age of humanity such as witches, sorcerers and hedge-mages. They have gleaned secrets of the universe in an unorthodox way, unbefitting a wizard of station. This is why they must be hunted down, secrets must be controlled.
